As a licensed Florida civil contractor, “earthwork” encompasses all grading, excavation, fill, and soil compaction activities necessary to achieve the finished grade and foundation conditions required for structures, roadways, and drainage features.

This includes several subcategories:

  • Clearing and Grubbing – Removing vegetation, debris, and existing pavement to prepare the site.

  • Excavation – Cutting, trenching, or grading soil and rock to form roadbeds, ditches, channels, or foundations (Standard Specifications Section 120).

  • Subsoil Excavation – Removing unsuitable soils (organic, plastic, or soft materials).

  • Embankment – Placing and compacting approved fill material to form raised areas such as roadbeds.

  • Borrow Excavation – Importing fill material when local excavation limits don’t provide enough
